SS Sukhu regime to shortlist ‘top babu’ soon

Himachal Pradesh Chief minister Sukhvinder Singh Sukhu  who took over as new CM on December 11 is going shortlist top babu or beaurocrate soon as incumbent chief secretary R D Dhiman( 1988 batch IAS) is about to supernated on December 31, 2022. The state government is hunting to finds compitent and suitable Indian  Administerative officers who should fulfill the nusssery qualifications and hold acumen for this covetted berth . So many aspires or deserve to get hold this post. On the seniority list areas Ramsubhag Singh (1987 batch), Nisha Singh (1987), Ali Raza Rijvi (1988), Sanjay Gupta (1988), K Sanjay Murthy(1989), Prabodh Saxena (1990). Mr Ram Subhag Singh was replaced by Mr Thakur after a complaint was filed before Prime minister and BJP government in centre raising serious concern over his public intigrity. Despite senior most in the herarchy he is going to be retire on July 31, 2023. Ms Singh who is spouse if former  is second contender for the posts followed by Mr Rijvi who is on central deputation, Sanjay Gupta and K Sanjay Murthy and Parbodh Saxena. Keeping the Poltical challenge to establish himself with respect to time frame Mr Sanjay Gupta has been considered top contender followed by K Sanjay Murthy and Parbodh Saxena.

It is matter of two or three days that new Chief Secretary to be appoint among the above six mentioned officers. The young bureaucracy is toi juniors to these  tops babus. Now onus lies on the maturity and Poltical wisdom of new Chief Minister how he brace up the reign of bureaucracy or on state Administeration to give a good governance to the people. Mr Sukhvinder Singh Sukhu have already given green signal to bureaucracy that like state employees his journey of CM berth may be smooth and bring new paradigm. He has already assigned dome home works or tasks to top them if they fulfill his expectations the tradition of Administerative shake might be changed by him. Sukhu’s predecessor Jai Ram Thakur have changed six babus as he worked with seven chief secretary including VC Pharka, Vineet Chaudhary, Dr. Vinay Agarwal, Shrikant Baldi, Anil Kumar Khachi, Ramsubhag Singh and R D Dhiman. Mr Thakur has shuffled four Chief Secretaries in his term and in beginning he has tried to strike seniority balance till but in July 2022 he did not followed the rule of game as Ramsubhag Singh have to replaced by a junior IAS R D Dhiman superseded four IAS including Ramsubhag Singh,his wife Nisha Singh, Sanjay Gupta, Ali Raza Rijvi. Four IAS were have to Advisors in the equal rank of Chief Secretary as Ram Subhag Singh was posted Principal Advisors Administerative reforms, Nisha Singh Principal Advisors (Training and Foreign Assignment) and Sanjay Gupta as Additional Chief Secretary (Redressal of Publics Grevievances). His replacement of Anil Kumar Khachi also riaded eyebrows of many . Now it is turn of Sukhu with supernation of RD Dhiman . There  have number of options before him. Main tasks of the bureaucracy is to support Mr Sukhu in the toughest challenge like cement crisis and Old Pension Scheme and suggest resources mobilisation which did not affect general public. The honest and effective bureaucracy is essential for the government and it is hard choice indeed to shortlist Chief Secretary among the deserted, purterbered top officials.
