HPSEB’s DOFP is a retrograde & flawed

Himachal Power Engineers Association said today that the delegation of finicial power to Engineers in state Electricity Board is a retrograde step and is severely flawed. President of HPEA Lokesh Thakur said that a meeting held on Friday HPEA held discussion on  board issued a notification of delegation of Financial , Administrative and HR powers on July 30 , 2022 .  The association felt that 10 years have passed since the issue of the present power of engineers does not incorporate any increase. The power required to be increased due to inflation but has actually reduced some powers . Under new order of DOFP powers of Operation and Maintenance by field officers have been reduced which may cause delays in restoration of power supply after breakdowns.  Further powers for work orders have been amended and only work orders have been allowed for damages caused due to snowfall and breakdowns due to all other natural calamities etc.  have been left out.  Further the amendments in the provisions will result in a skewed organizational structure .  These are only some of the main shortcomings of the new DOFP and HPEA has decided to carry out detailed analysis of the DOFP and meet the  Chief Minister to review the DOFP in consultation with  all stake holders so that the smooth functioning of HPSEBL is not affected .
