Ex Dy Mayor of Shimla files complaint against NHAI & 4-Lane Construction firm 

During ongoing rain fury, in a new important development, Former Deputy Mayor of Shimla MC Tikender Singh Panwar filed a criminal complaint against the National Highway Authority of India and a construction company responsible for natural disasters and massive loss of lives and property along the recently constructed two four lanes between Kalka to Shimla.

An online complaint was filed online this morning by Tikender Panwar who belonged to the affected area and resides in Shimla

This complaint alleged criminal neglect of NHAI which is leading to massive loss to the natural ecosystem, human life assets, and financial loss to the people owing to their inability to carry their agricultural produce to the market. 

The complaint is lodged with police station Parwanoo in district Solan which blamed the National Highway Authority of India comprising their executing and planning officers based at Chakkar office, Rishikesh Sadan, ShanKutia, in Shimla and the executing company, GR Infra Projects with corporate office at 2nd floor Novus Tower, Plot No. 18, Sector18, Gurugram, Haryana.

He accused both the NHAI and the executing company are responsible for the construction of four lanes from Parwance to Solan.

He said that it was their responsibility to ensure minimum damage to the hills while constructing this project.

The former Deputy Mayor working for sustainable Development of several towns said that they have either not consulted the geological department while preparing the project report, moreover, project report on which this four-lane was passed was completely erroneous

Mr. Panwar charged the duo that this could be substantiated by the fact that in the year since the construction began, there have been losses to both the assets and lives.

 Further, the design of cutting is erroneously manufactured for ill-conceived ideas and profits. 

Instead of cutting the mountain’s slopes, they have been cut vertically and this will be a perpetual problem for the people in whose name this development project has been developed. 

Both the NHAI and the executing company G R Infraprojects Limited are liable to be tried for criminal neglect. 

Also in this criminal neglect, whether it is circumstantial or there was a connivance in it should also be assessed, he said.

Four Lane served as a troublemaker during the rainy season as boulders and landslides rendered heavy loss to property and life since its Commission. 

It is worthwhile to mention that during recent rainfall these four lanes wreaked havoc in the area and vehicular traffic remained suspended for four days.

  • The current system of working of NHAI is faulty .No proper checking of DPR done ,work awarded on the rates which are not workable
    The system of execution of work depends on consultants and NHAI officers save themselves by putting onus on them

    It is very true that the work done by GR Infrastructure is not in proper way.It is very dangerous to travel on this road.Toll fee should not be taken by NHAI till the work done properly.
