As progressive organizations and concerned citizens of this democratic nation, we are deeply troubled by these events, particularly the targeting of the Muslim community, which forms a mere 2% of the state’s population.
Communal Protests Stirring Fear Among Minorities
The recent protests in certain parts of Himachal are unsettling, as they appear to be aimed at sowing discord along religious lines. What began as a minor altercation between two individuals in Shimla has now escalated into a broader communal issue. Shockingly, the situation worsened due to inflammatory remarks made by two Congress ministers, who, on the floor of the house, delivered speeches that lacked evidence but were designed to provoke. These statements, coupled with suggestions from the ruling party to regulate the entry of “outsiders” practicing vending and other livelihoods, have only served to fan the flames of ethnic and religious division.
This type of rhetoric is dangerous. By scapegoating minorities, particularly Muslims and Dalits, and encouraging the demarcation of shops based on identity, we risk repeating the dark history of targeted violence and discrimination. The elite caste groups involved in this communal propaganda are the same ones that previously advocated for a Savarna commission, aimed at undermining the reservation system for Scheduled Castes. This only highlights the long-standing agenda of hate politics at play.
Economic Struggles Fueling Division
It’s crucial to recognize that the root cause of the unrest in Himachal goes beyond religious or ethnic lines. The economic crisis, driven by declining local markets and increased competition from online platforms, has created vulnerabilities in the community. Unfortunately, communal forces are exploiting this situation, directing frustration toward minority vendors, such as pheriwalas, rather than addressing the actual economic challenges.
Ironically, the protests themselves have worsened the economic situation in the state, further damaging tourism and local businesses. There is growing concern that these actions may be part of a larger effort to destabilize a state already grappling with financial difficulties.
The Issue of Illegal Encroachments: A Symptom of Governance Failures
Another point of contention has been the so-called “illegal encroachments” by certain communities, with the Sanjauli masjid becoming a focal point. It is important to clarify that while there was a minor irregularity with the construction of an extra floor, the building is legal. The state’s history of widespread violation of construction norms—by both private and public entities—demands that no partiality be shown in addressing such issues. Targeting specific communities under the guise of “illegal encroachments” is not only unjust but also a thinly veiled attempt to polarize the state’s peaceful environment.
