5700 specially-abled children thrive under education initiatives of Himachal government
In a remarkable demonstration of its commitment to inclusive education, the State Government has implemented groundbreaking initiatives under the Samagra Shiksha Abhiyan, ensuring that children with special needs (CwSN) receive the support and opportunities they deserve. The state’s efforts during 2023-24 have delivered significant results, greatly benefiting over 5,700 specially-abled children from pre-primary to class XII and positioning Himachal Pradesh as a leader in inclusive education.
A key achievement of the government is the successful integration of 129 specially-abled children at the pre-primary level, 4,013 at the elementary level and 1,558 at the secondary level. The introduction of a Home-Based Education Programme for 1,464 students with severe and profound disabilities further highlights the inclusive approach of the state government which ensures that no child is left behind due to their challenges.
The collaboration of the state government with the Artificial Limb Manufacturing Corporation of India (ALMC) resulted in comprehensive medical evaluations for 1,100 children with 694 receiving customized assistive devices. This programme, held across 140 educational blocks, has had a transformative impact on the mobility and learning capabilities of these students. Additionally, visually impaired children have been provided with Braille books, while students with low vision received large-font textbooks which is proving boon in addressing their specific needs.
Recognizing the importance of financial support for families, the government provided an escort allowance to 1,744 children at the primary level and 692 children at the secondary level. To encourage continued education and higher enrolment of special needs students, scholarships worth Rs. 200 per month were awarded to 1,522 children at the primary level and 655 at the secondary level, transferred through the Direct Benefit Transfer (DBT) scheme.
The state government has also ensured that the holistic development of children with special needs is prioritized. Various sports events and one-day excursions were organized to foster physical and social development, while therapeutic services such as physiotherapy, speech therapy, and occupational therapy were provided to help students overcome personal challenges.
To support these efforts, the government has employed 72 special education teachers trained in basic disabilities to guide students at the primary level. The continuous professional development to these teachers was demonstrated in the multi-class training programme organized in January 2024.
Apart from this, the state government has taken proactive steps to shift societal attitudes towards disability. State-wide awareness programmes were conducted in all educational blocks to promote understanding and inclusivity leading to the celebration of World Disability Day across all districts. This initiative helped to foster community support for inclusive education and highlights the commitment of the government to protecting the rights of specially-abled students.
Through these forward-thinking initiatives, the state government is not only delivering impressive results but also shaping a more inclusive and supportive educational environment. By empowering specially-abled children, the state is setting a precedent for inclusive education nationwide, ensuring equal opportunities for all its students.
