BJP leader and MLA Sudhir Sharma said that the Congress government is setting new records of scams, questions have been raised over a digitization tender costing more than seven crores in the Himachal Pradesh Marketing Board. This is proof of the mismanagement and corruption of the government.
The MD of the Marketing Board kept writing on the file that the tender should be re-done, but the Agriculture Secretary and Chairman Marketing Board awarded the tender. The decision to award the tender was also taken in the absence of many members of the tender committee and the chairman. This incident marks a very big scam.
He said that the established financial rules of the state government were ignored in awarding the tender. Due to the lack of consensus between the Marketing Board and the Chairman, the tender call was made by the MD, but the award letter was given by the Chairman. Now who will sign the agreement with the company? There is confusion on this.
Even bigger and more serious was that in the committee meeting held on May 14, 2024 for this tender, three out of a total of four applicants were declared not qualified. One of these firms was finally awarded the tender. At the pre-qualification stage itself, the tender committee headed by the MD had written for re-tendering on the file. In his absence, the chairman himself came to the marketing board office and took the presentation and the incomplete committee gave the marks. With this, the further process was completed. In this too, only two out of four firms qualified and the MD again wrote for re-tendering. An argument was also given of variation in the rate. The company to which the tender has been given has quoted a cost of 6.72 crores, while the other company had paid a cost of 14.4 crores for the same work. The tender was awarded on June 29, 2024 and on July 1, this company again represented to the marketing board that their GST should be paid separately. This was also accepted within a day.
He said that similarly, the tenders for many projects being built with ADB funding by the Tourism Corporation are being given by ignoring the rules. The hotel of the Tourism Corporation being built in Nadaun, which is the assembly constituency of the Chief Minister, is being built on sericulture land, the matter has gone to the Green Tribunal and there has been huge rigging in its tender process as well. Sudhir said that the government has given a free hand in looting the state, not only this, many documents of corruption of some high officials have also been received. These will be disclosed soon, this government is the corrupt government of the Chief Minister, his wife and friends.
