Urban Development Minister unveils draft of Shimla development Plan
Himachal Pradesh Urban Development Minister Suresh Bhardwaj
unveiled the draft of Shimla Development Plan after 40 yrs of enactment of Town & Country Planning act 1979, here on Tuesday.
Minister unveiling the draft of SDP at Bachat Bhavan in Deputy Commission office at Shimla said that it is historic step by Chief Minister Jai Ram Thakur Government that it came up with first
SDP draft after gap of forty years of coming in existance of TCP department which was working on
Shimla Interim Development Plan set aside by the National Green tribunal in Nov 2017.
Minister said that SDP came in public domain from today onwards and copy of which would
be available in TCP headquarter , Shimla TCP Division, Municipal Corporation Shimla, Special Area
Development Authority office Ghanati,Shogi and Kufri for pubic consumption moreover
a copy of the new draft would be displayed on the public domain ‘tcp.hp.gov.in’.
Mr Bharwaj who is Shimla urban legislators said ” Stake holders could file objections and
suggestion on the draft plan within one month from this date could be filled
till the final publication of the notification in the Official Gazette Before publiation
and after filing objection it would be vetted by the law department before bringing it
into the cabinet meeting for gaining finality before notification.”
Interested persons could an give their suggestions and objections in writing up to 30 days
Minister said that SDP was prepared by the Hyderabad based consultant after wide
consultation with the local ministers, MLAs Councilers and representatives of panchayat
and PRIs and other stakeholders He said that workshops deliberations and meeting were
being held before giving final shap to the draft.
” The SDP was planned byon the GIS (Geographical Information System)
maping for development of town plan by TCP department under AMRUT
scheme of Government of India which would gain finality by this year .
SIDP was prepared in the year 1979. Even after the passage
of more than 50 years, the development plan could not be finalized.” he said.
Minister said that SDP draft says that all plots larger than 150 square meter(sm)
in non-core area are proposed to be given for three Floor plus Parking plus Habitable Attic
in the residential buildings .
It also proposed to provide 4 Floor + Parking + Attic for commercial use in plots larger
than 250 sm. .
There are some vacant plots in the green belt of plan area around which construction
has taken place but due to restrictions they are not able to build even for their residential
needs, to address concern one floor plus habitable attic is also proposed
in the Draft Development Plan to allow construction for residential use. Floor Area Ratio
allowed in the core areas of the usual 1.75, it has been kept 1.00. however no
No tree cutting would be allowed to be cut at the time of such proposed construction.
For residential construction in the core area of Shimla, two Floor plus Parking plus Habitable
Attic is proposed to be given in the plot bigger than 150 sm and two Floor plus parking
plus Habitable Attic is proposed for commercial use.
During the unveiling of SDP , Deputy Commissioner Shimla Mr Aditya Negi, Shimla MC commissioner
Ashish Kohli, Director of TCP department Kamal Kant Saroch,town planners of TCP, Shimla MC
Deputy Mayor Sahilender Chauhan and number of councillors of Shimla MC were present on
the occasion.
