Strict protocol to adhere in Himachal Budget Session
HP Assembly Speaker Vipin Singh Parmar stated that strict covid protocol to be adhered in the budget to begin with Guv’s Address on February 23 at Council Chamber here
Speaker was interacting with members of press gallery Committee here today said that State Governor Mr Vishwanath Arlekar would address Budget Session at 11 am on Feb 23 with the commencement 21 days.
Himachal Chief Minister Jai Ram Thakur, also holds the Finance portfolio, to present the state general budget for the year 2022-23 on March 4.
During the session, the protocol prescribed for covid would be strictly followed in the Session, maintaining social distance and mandatory use of mask.
Legislative Assembly Secretariat is making additional arrangements to ensure distance in the sitting plan by putting glass wall in between the members moreover health staff by thermal scanning for symptomatic surveillance.
Entry passes to be issued to minimum ministerial staff and only one Members of media organizations to make press gallery uncrowded.
To ensure smooth functioning of Session he appealed the members to assist the chairs and participate in the Session following the high standard and decorum inside the house.
To ensure high security and law and order during the session, speaker had also held detailed discussion with district administration and senior state police officers yesterday.
A necessary guidelines have been issued so that there should be no disturbance in the conduct of the session, speaker said.
He directed the officers that no laxity should there in the session and all preparation for session should be expedited in advance.
He also informed that total 16 meetings of house to be held in this session, two days on March 3 & 10 dedicated to non-official working days.
” In wake of Covid protocol, house would also met on the Saturdays Feb 26 & Mar 5), depriving five days week or holiday to Members to make it more productive and confining the session to short duration.” speaker informed.
The members of Assembly have already raised 490 starred queries for the Session, including 306 online & 184 offline. Similarly notices were also received of 202 unstarred queries 83 online & 119 offline, speaker said informing that most of these questions have been sent to the government for give replies of each of them with in the question hours.
Apart from this, three and four notices received under rule-101 and 130 from the members also have sent to the government for further action.
Members mainly raised issues related pot holed rand pathetic condition of roads, approved DPRs of roads, upgradation of colleges, schools, health institutions in the state, filling of vacant posts in various departments, tourism, Horticulture, supply of drinking water, prevention of increasing drug abuses among the youth, spike in crime graph, Covid pandemic, solar energy and transport system and New Pension Scheme etc
Apart from this, the members have also highlighted the main issues related to their respective constituencies through queries.
