Provision of employment to state youth: Himachal Govt to constitute Labor and Industry department Committee
Himachal Pradesh Government assure the house to constitue a departmental Committee to probe the non-implementation of provision of 70 to 80 per cent Employment Avenue to state youth.
This was replied by Industry Minister Virender Kanwar in reply of BJP Member Paramjeet Singh in the question hours.
He said that show cause notice were issued to 18 Industrial unit for not providing the Employment in the Industrial areas to local state youth.
Minister said that State may consider to withdraw the benifit of Industrial policies against unit for not compoly with the condition of Employment
He joint committee of Industry and Labor department would be probed the issue to ensure the provisions. He said that local youth are not keen to work in the Textile, cement and steel industrial unit.
Minister said that as many as 106749 People are Employed in different private unit in the state including 60127 in Baddi Barotiwala and Nalagarh Industries in the state.
Minister said that if any Industrial unit found in violation of not ensuring employment of 70 percent Himachalis action would be taken by the department .
He said that industrial policy announced in the year 2004, provide provision of employment to 70 percent Himachalis which was now extended to 80 percent in the Industrial Policy 2019.
The officers of the Labor and Employment Department (Labor Officer, Labor Inspector and District Employment Officer) inspect the industrial units under the provisions of various labor laws.
He said that state could compel the entrepreneurs to give employment to the local youth, which would help in solving the unemployment problem of the state.
Paramjeet Singh Pami said that Industrial unit are not following the policy of 80 percent Employment to local youth should be taken action.
Ram Thakur said that during Covid pandemic number of youth were fired out from the Industrial unit and cases are pending before the labor inspector for long time as they are given repeated dates to the errant firms.
Blaming the Industrial unit to indulge in monopoly Mr Thakur said that government should take suo moto action against such firms and Committee should also ensure that firms comply with the provision strictly.
Cong MLA Lakhvinder Rana of Nalagarh alleged that Employment was provided on the paper and local candidates are being ignored in the Industrial unit.
BJP MLA Arun Kumar demanded that government should give the list of number of beneficiary in the house as state educated youth are being ignored to the outsiders.
