Parties to strictly ensure activities in compliance of MCC : CEO
Chief Electoral Officer has issued an Advisory to political parties or contesting candidates for compliance of Model Code of Conduct (MCC) during bye election.
CEO C Palrasu of state election department in a notification issued on Thursday evening copy of which is with us said that Election Commission of India sounded this advisory to strictly enforce of MC C during bye-elections to Parliamentary Mandiand Arki, Jubbal Kotkhai and Fatepur Assembly Constituencies in the state
He made clear that only those constituencies where Election are not being in the district including State Capital and Municipal Corporation (where Election being held out side it’s jurisdiction) are exempted from MCC and In such cases, MCC instructions would be applicable in the area of concerned Constituency only.
Barring State capital Shimla, MC Shimla, Solan, Palampur and Dharmshala , aforesaid instructions would be enforced in the entire district(s) covering the Constituency going for bye-election(s).
He said that ECI in two separate notification passed in years 2017 and 2018extended relaxation with an objective that the operation of MCC does not hamper normal developmental and administrative functioning
in the State and districts.
It has been brought to the notice of the Commission that certain political parties and candidates are organizing electioneering activities in the areas adjoining the district and constituency where the bye-election is being conducted.
CEO said that all political parties and candidates are advised not to organize any political activities directly related to the bye-elections even in the areas adjoining the district and constituency where the bye-election are being held.
Officers concerned would ensure that the MCC instructions and COVID guidelines relating to norms of socialdistancing are followed in the districts adjoining to the poll going district or constituency.
It is worthwhile to mention that MCC barring in state capital Shimla, MC Shimla Solan Palampur and Dharmshala is enforced in all seven districts including Shimla, Solan, Mandi, Kullu, Kangra, Lahaul Spiti and Chamba which includes 20 Assembly segments in the state.
MCC is not encforced in Hamirpur, Una, Bilaspur, Sirmaur district
