Opposition raise issue of transfer of Chief Secretar in HP assembly

Opposition Congress protested in the state assembly on the issue of alleged transfer of Chief Secretary Anil Khachi during the vidhan sabha session on Thursday.
Soon After the question hours Leader of Opposition Mukesh Agnihotri raised the issue of alleged transfer of chief secretary Anil Khachi stating that in the midst of the session Government is transferring the state top bureaucrats.  
He said that the Jai Ram Government in three years of rule would become first chief minister to have six chief secretary. It was the first time when a son of state was on top bureaucratic posts being changed by the government. Chief Minister Jai Ram Thakur said his government would not take permission from the opposition to transfer before transferring an officer.
He said that officers were also being transferred by the former Congress rule and it never came into the house to take permission to do so. This agitated Congress members and they lauded the slogan in the house. When the speaker was not allowed to speak the opposition they staged a walk out from the house.
After the walkout Chief Minister Jai Ram Thakur said that the Government had taken the decision after taking consent of officers. The posting of the IAS officer is being done according to the rule and officers are being promoted after appointing him for the constitutional post . Jai Ram Thakur accused Congress that previous Congress Govt have ignored the seniority while appointing chief secretary and officer who was on the sixth rank are being posted as Chief Secretary.
Accusing the Congress for doing politics on the issue, he said that Government action is being taken after considering the issue with contemplation and it was not done in a hurry. 
Earlier to this former Speaker Rajiv Bindal said in the assembly that Congress members should not raise such an issue in the house which is against the norms of the house. He said that transfer was routine affairs and officers are being posted and reshuffled.
