He said that the Rs 2.5 crore that the Municipal Corporation wants to spend on QR code scanning for mapping of houses can be used to recruit 150 additional laborers, which will help in keeping the city more clean and will help in providing work to the working laborers. The burden will be reduced. With this much money, a bonus of Rs 15,000 can be given to all the sir and outsourced workers for three years. All this is being done to increase the commission-taking and contracting system. The municipal administration wants to misuse government money which will not be tolerated. He said that sir, workers and supervisors are being exploited heavily financially and mentally. He said that every month the salaries of a dozen supervisors and hundreds of outsourced workers are being withheld, which is a violation of the Payment of Wages Act 1936. The Municipal Corporation Commissioner’s decision to stop the monthly salaries of supervisors and garbage collectors has been declared illegal by the Labor Officer, Shimla, but despite this he is acting like a dictator. Commissioners are issuing show cause notices every day to mentally harass supervisors, which is illegal. He is openly violating the orders of the Labor Department, hence the Labor Officer should immediately take action against the Commissioner under the Code of Civil Procedure 1908. He said that the Municipal Corporation Commissioner wants to suppress the voice being raised by the workers through the 32-point demand letter, which will not be tolerated under any circumstances and the workers have made up their mind to go on strike against this. The tradition of the administration withholding the salaries of supervisors and outsourced workers every month and paying the salaries of respected employees after the 7th is against the law. If this tradition is not stopped then the workers will go on strike.

He has demanded that Saheb workers should be declared regular employees. He should be given a salary of Rs 26,000 as per the 15th Indian Labor Conference, Supreme Court order of 1992, Justice Mathur’s recommendations of the Seventh Pay Commission and the Honorable Supreme Court order of 26 October 2016. They should be given extra pay for extra work. They should be given 39 holidays legally. Employees working outsourced in Sahib should be brought under Sahib and they should be paid salaries on time. Sir, employees should be given benefits of 4-9-14. All the supervisors and laborers should be given the salary declared by the government. Promotion policy should be made for supervisors and workers. The outstanding amount of their EPF should be deposited in their account. They should be stopped from doing extra work. He has demanded that the AGM meeting should be called immediately and the demands of the employees should be fulfilled.
