Himachal strengthens Homestay Regulations to ensure authentic tourism experience

The Himachal Pradesh government is taking decisive steps to ensure compliance within the homestay sector. Here’s what you need to know:

1. Homestays Under Scrutiny: Around 60% of the 4000 plus registered homestays in the state currently operate on lease terms, which violates the existing Homestay Rule 2008. The government plans to cancel licenses for such homestays.

2. Unregistered Units Crackdown: Over a thousand unregistered homestays and B&Bs are proliferating across the state. The government aims to shut down these unregistered units.

3. Law Amendments: The Tourism Development and Registration Act 2002 is being amended. Operators of unregistered units will face an increased fine of ₹1 lakh (previously, it was six months’ imprisonment and ₹10,000 fine). The registration license period will be reduced to two years, and only Himachal Pradesh residents can operate homestays.

4. Enhancement of the Revenue: The government is considering higher registration and renewal fees and a cess based on homestay facilities. B&B units may also come under the Tourism Department’s regulatory purview. 5. Impact on local operators: Himachal Pradesh has around 16,500 plus rooms across registered homestays, with Kullu district leading the way.
