Himachal Pradesh Introduces e-KYC for Land Records to Enhance Transparency and Prevent Fraud
In a major step toward ensuring transparency and curbing fraudulent land transactions, the Himachal Pradesh government has launched the e-KYC process for land records. This initiative aims to simplify land registration, make ownership details accurate and accessible, and create a robust mechanism to prevent illegal practices such as benami deals.
Under this system, patwaris have been tasked with verifying land ownership through Aadhaar-based identification. Detailed guidelines have been issued by the Director of Land Records to all Deputy Commissioners to ensure seamless implementation. Through this process, a unique land ID will be created for each property, linking ownership records with Aadhaar and compiling comprehensive property details.
Farmers and landowners are required to submit essential documents such as their jamabandi (land record), Aadhaar, mobile number, and other relevant paperwork. Once the e-KYC process is completed, landowners can access updated records in real time through a mobile app developed by the Digital Technology and Governance Department. This app will also send SMS alerts to notify landowners about any changes in land type or updates to their records, providing an extra layer of security and transparency.
The e-KYC process is particularly beneficial for updating ownership records in cases where previous generations of landowners have passed away, ensuring a smooth transfer of land ownership. Additionally, this system guarantees that only legitimate landowners receive compensation for their property.
To monitor progress and ensure the success of this initiative, Deputy Commissioners have been instructed to work closely with Tehsildars, Naib Tehsildars, and patwaris. The mobile app used by patwaris will require them to upload Aadhaar card photos and provide daily updates via Google Sheets. To recognize their efforts, patwaris demonstrating exceptional performance in implementing the e-KYC process will be rewarded.
This landmark initiative is set to transform Himachal Pradesh’s land records, making them more secure, transparent, and easily accessible, ultimately benefiting farmers, landowners, and the community at large.
