By saying all these things about lying again and again, people’s trust has been broken, people will not believe, and they will not trust. They lied before coming to power. A guarantee was not fulfilled by giving a false guarantee. Then when it came to power, it presented the first budget. When Sukhu announced that 95 percent of the schemes and promises he had made in the first budget were not implemented and then most recently in this budget, the Chief Minister again went in the direction of misleading the people by lying. They are making efforts because they know very well that Lok Sabha elections are coming in the near future, so before the Lok Sabha elections, they should again mislead the general public by telling lies.
Jairam Thakur said that the people of Himachal Pradesh will reject it completely. He said that there is no relief for any section in this budget in Himachal Pradesh. If we talk about employees, he talks about employee welfare. Till now there is no mention of that thing in this budget. While the Congress government is talking about OPS, it has automatically got itself entangled in it that in the coming time, the people of OPS will also be disappointed because they have a facility of 50 percent last pay drone pension. Efforts are being made to reduce it. He said that things are going on to increase it to 30 percent.
He said that while he kept cursing the Congress government for the whole year, the Bharatiya Janata Party government took a loan from the previous government in Himachal Pradesh. He said that the Congress government took loans in Himachal Pradesh to such an extent that it broke all records. Took a loan of Rs 14,000 crore in 14 months, which he himself accepted in his budget today.
Jairam Thakur said that the Congress government has ensured MSP for milk and it had promised that buffalo milk will be priced at Rs 100 per liter and cow milk will be priced at Rs 80 per liter, but according to the previous announcement, the prices of milk have not yet been fixed. Can’t find it. He said that today the Sukhu government has again announced that Rs 45 per liter of cow milk and Rs 55 per liter of buffalo milk will ensure this. He also urged the Chief Minister to at least implement them. Also, encourage them to move forward in that direction. The Congress government closed thousands of existing and open institutions in Himachal Pradesh. No mention was made of that. There was no mention in Himachal Pradesh about what would be the ways of generating revenue. Sukhu said that under the excise policy, a huge increase is coming in Himachal Pradesh, but the reality is that 10 and 11 percent growth used to happen every year before. This time it has come down to 12 percent. It is not going above 12 percent and in such a situation people are talking about lying again, Jairam Thakur said that this is not appropriate.
The Sukhu government has again started the scheme. Sukh Ashray was started earlier, in that too it became a matter of humor among the people that they added the scheme to their name and today more schemes have also been mentioned. And in which Arogya Yojana has been mentioned, Sukh Shiksha Yojana has been mentioned. Then by mentioning the schemes with your name people do not get its benefits. Unless work is done to take the schemes to the people.
The Leader of Opposition said that the announcement made by the Congress Government for certain sections of the society is only because there are Lok Sabha elections right after this budget and because of the Lok Sabha elections, the Congress Party is feeling that now People should be misled. People became successful again the way they were before. Last time he was successful in forming the government in Himachal Pradesh by giving false guarantees but he said that the people’s trust and confidence had been broken. Now we cannot win people’s trust by telling lies again and again. From now on, we will have to bear all these things.
He asked what relief has the Sukhu government given to the poor people in this budget in Himachal Pradesh. One thing has been mentioned about Himachal Pradesh in the budget. He mentioned that we gave a huge package in the disaster, which is not available in any state in the country, the demand for the package is fulfilled just by announcing it. The Leader of the Opposition asked whether the eligible persons in the land had received that relief. Jairam Thakur said that only selected people have got this relief. Even today, cases regarding those who have become homeless due to the disaster have not yet been filed. They did not get relief and the Congress government is giving relief selectively and is giving it to the people of their own party. There is nothing hidden regarding this matter.
Leader of Opposition Jairam Thakur said that I completely reject the budget presented by the Chief Minister today. The unemployed are sitting on dharna on the streets, and the outsourced employees who were employed are sitting on dharna after being fired from their jobs. All the employees, whether it is HRTC, HPTDC, or Himachal Pradesh Board employees, are protesting for not getting their salaries on time.
