Himachal  introduces green fee for vehicle registrations to combat pollution

In a bid to tackle rising vehicular pollution, the Himachal Pradesh government has made paying a green fee mandatory for registering both new and old vehicles. This additional charge, ranging from ₹500 to ₹4,000 depending on the vehicle type, is now part of the state’s broader efforts to promote environmental sustainability.

Implementation Delays Resolved

Initially launched in 2023, the green fee faced delays due to technical glitches in the Transport Department’s software, which hindered its collection. These issues have now been resolved, and updated software is ensuring smooth implementation. A notification was recently issued, inviting public feedback, but no suggestions or objections were received statewide.

How the Green Fee Works

Under the revised rules:

For new vehicles, the green fee will be added to the standard registration charges based on the vehicle’s cost.

For old vehicles, it will be collected along with the 3% tax calculated on the insured value of the vehicle.

This move comes as Himachal Pradesh experiences escalating pollution levels, particularly in urban hubs and popular tourist destinations like Shimla and Manali. Studies show vehicular emissions contribute significantly to harmful pollutants such as PM2.5 and nitrogen oxides, affecting air quality and public health.

Funding Environmental and Safety Initiatives

Revenue generated from the green fee will be directed towards environmental conservation projects and improving road safety infrastructure. The Transport Department believes these funds will help mitigate pollution, encourage eco-friendly transportation, and support sustainable development initiatives across the state.

By introducing the green fee, the government hopes to inspire both residents and visitors to consider greener transportation alternatives, ultimately reducing the environmental impact of vehicular emissions in Himachal Pradesh.
