HC passes stricture over incompletion of Theog bypass 

Himachal Pradesh High court today passed stricture against state and Public Works Department for not completing Theog bypass roads required to be completed within two years. Division bench of justice Tarlok Singh Chauhan and justice Verinder Singh passed a one page order against state government and State PWD seeking secretary of Department to furnish the  progress report of such roads project where budgetary provision has been made and Department carried out on the project. The court said that it is rather shocking that the Theog Bye-pass road, which is otherwise required to be completed within two years i.e. on 15.6.2019 has not yet been completed till date. Even though the respondents – State had tried to explain the delay but we are not at all satisfied with the same. We are repeatedly coming across cases where the HP PWD despite there being financial sanction for the projects, has not even initiated the tender process for such projects, Court said in the original order.,”  One such case is the tarring and metaling of the road to the Dodra Kawar area, where we are informed that the budgetary allocations have been made but the tenders have not been awarded. The court directed the Secretary (PWD) furnish details of all the cases or projects being carried out by the HP PWD where budgetary allocations have been made along with status report or stage of such projects. In addition thereto, the respondents shall also furnish names of the persons, who they claim to have been evicted along with their addresses. The matter is listed for hearing  on January 12, 2023.
