HC notices Secy , Commissioner revenue & DC Solan
Himachal Pradesh High court issued notice to state chief secretary, Revenue Secretary, Commissioner Revenue and DC Solan hearing the PIL filed for investigation of the crores of rupees revenue scam in Baddi, today. A division bench of Chief Justice AA Syed and Justice Jyotsna Riwal Dua, after preliminary hearing on the petition of Arki resident Parminder Thakur today sought a reply from the respondents within four weeks. According to the petitioner, former Tehsildar Baddi Vikas Shukla made 300 verbal transfers of land between January 21, 2010 and August 14, 2013 without following the instructions. At that time the rate of stamp duty on transfers of land was three per cent of the highest value and registration fee of two per cent or minimum of Rs 25,000. It caused loss to state exchequer tunes to multi-crore rupees as land was Transfers without registration and in these verbal transfers, lands of high value were transferred without registration. The law provides levying if revenue stamp duty on the registration of transfers. Not only this, the transfer of land was also done outside the Patwar circle, Kanungo circle and Tehsil boundary. According to the law, the then Tehsildar should have collected registration fee and stamp duty for these transfers.
