Golden Jubilee of Statehood President to address Himachal Assy spl session on Sep 17
On the Golden Jubilee celebration of statehood of Himachal Pradesh , President of India Ramnath Kovind would address the special session of state legislative assembly at Shimla on September 17 , he would be 3rd President of India would address the state assembly session.
This was stated by the Himachal Pradesh Vidhan Sabha Speaker Mr Vipin Singh Parmar while addressing media person about the preparation of this event. Mr Parmar said that as many as five present member of parliament and seven former MP’s and 93 former MLAs including former Chief Minister Shanta Kumar, Prem Kumar Dhumal were invited in the function and showed their willingness to participate in the event.
All the invited guests are expected to arrive at 1000hrs in the state assembly main hall as the President of India is scheduled to arrive at 1100 hrs on Sep 17 in the morning the event would last from 1100 hrs to 1200 hrs which would be addressed by the President of India.
Speaker said that Chief Minister Jai Ram Thakur and he himself met with Prez of India recently and invited him to address the statehood Golden Jubilee celebration special session . President of India accorded to visit the state from Sep 11 to Sep19 and he would address the special session in the assembly complex.
Speaker said that this would be 51st programm of statehood golden jubilee celebration which have been postponed due to the Covid pandemic however special arrangement were made for this event to be compulsory following Covid Standard Operating Procedure . All the guests who are supposed to met and come in contact with President during his address in the state assembly and during his visit in the state would have to undergo compulsory RT PCR tests. Moreover, all the officials who were on duty or scheduled to meet either for welcoming the Prez. to have photographs or to be felicitated by the President should have an RTPCR report.
Chief Minister and Speaker was recently in Delhi however both of them have conducted the RTPCR tests before they were
entered the Rasthrapati Bhavan Mr Speaker informed media persons. We have also asked all the 96 former members of assembly who were invited to attend the function to undergo RTPCR Test before attending the function.
” A high level official meeting attended by DGP Sanjay Kundu and all senior offices of various department to take care of parking, following of SOPs for Covid pandemic, ensure sanitization of all Vidhan Sabha chambers and galleries, Thermal screening of all persons , wearing of M-95 masks and sanitization of hands before the entering in the house. ” Speaker said.
A book containing the 50 yrs of state political, social and economic transformation and aching of number of milestones during the various governments would also be released by the President in the Assembly.
To take all the members of assembly along an all party meeting was convened in the state assembly tomorrow afternoon in which leader of opposition Mumesh Agnihotri , Parliamentary affairs minister Suresh Bhardwaj and Vidhan Sabha chief whip Vikram Jaryala and Deputy chief whip Ms Kamlesh Kumari , CPI(M) leader Rakesh Singha and indent members have been invited .
Speaker said ” I myself have made telephone calls with some of the opposition members to participate in the golden jubilee celebration ” .
Mr Pramar said that during 50 yrs of journey of state democratic process it has achieved unparalleled development and progress. This hill state is considered among the most advanced states in the field of Health and Education in the country .
The objective to organize this event is to remember remarkable contribution and achievement played by the state people in every sphere of life .
” We want to give a message by organizing the special session that right from the first chief minister Dr Y S Parmar to present chief minister Jai Ram Thakur state have achieved a number of milestones in last 50 years .” Mr Parmar said.
Number of veteran former MLAs and MPS who would not be able to step up the Vidhan Sabha audience gallery to be provided seat in the VIP lounge / gallery in the assembly and protocol officers would be deployed to facilitate them to join this function in their old age.
Two former chief ministers Mr Shanta Kumar and Prem Kumar Dhumal have also shown their willingness to accept the invitation.
No audience would be allowed to participate in the function and no pass would be issued by the state assembly to general public. The arrangement of parking of vehicle would be look after by the state police and only selected passes would be issued to members of Vidhan Sabha press gallery committee keeping the number of seat available in the house.
It is worthwhile to mention here that state have completed 50 yrs of complete state hood as it become 18 the state of Indian Union on Jan 25, 1971 when erstwhile Prime Minister Smt. Indira Gandhi announced the statehood to the Himachal Pradesh at the historic Ridge Ground in presence of first Chief Minister Dr Y S Parmar and thousands of state people when the town was having snowfall.
