The Disability Commissioner have taken cognizance in connection with the discrimination in the examination of visually impaired students by ordering inquiry against Principal of Kullu College, as report was sought from Education Secretary in 15 days. It is worthwhile to mention here that State Disability Commissioner of Himachal Pradesh has ordered an inquiry by the Principal Secretary, Education Department, against the Principal of Government College, Kullu, Roshan Lal. This action was taken on the Complaint of President of Umang Foundation and expert member of the State Disability Advisory Board, Prof. Ajay Srivastava’s by the Commission The complaint accused the principal of Kullu College for not implementing the guidelines for examination of visually impaired students issued by the state government on April 12, 2021. Which is shear violation of High Court , Central and State Government order in the matter. As per guidelines of the state government, the principal has not prepared any panel of writers for the students who are visually impaired and unable to write in the examination due to disability. Whereas in the state government’s guidelines dated 12 April 2021, it is clearly written that according to the decision of the High Court, only the old guidelines will be implemented till the panel is ready. In the old guidelines, students can make any person with any educational qualification as a writer to write in the examination. The principal was not providing writers to the visually impaired students of BA Finals of Kullu College. He was pressurizing the students to find a class junior writer. Not only this, the principal also said that the examinees should use only one writer in all the question papers. He was not being allowed to change the writer.
