Cong objects circulation of new bills

 Himachal Pradesh Assembly witnessed ruckus on Monday when Congress members objected over circulation of a new bill in the tearing hurry by the Government to provide property rights to the slum dwellers in the state during the discussion on the cut motion of the public works department. During the discussion on budgetary demand Congress member Sukhvinder Singh Sukh pointed out that he circulated a copy of a bill to provide property rights to Slum dwellers in the state and the notice was issued along with the bills that members should have to file amendments on the legislation by today. Mr Sukhu pointed out that circulation of bills mentioned that members have to give amendments on the bill by 8 pm today which is not possible. He said that tomorrow is the last day of this budget session and members were not able to read the draft of bills to give amendments. Mr Sukha said that Congress is not against the provisions of bills brought by the state government but it should not be brought at the last movements of the session as their is last meeting of budget session tomorrow. The deputy Speaker Hans Raj said that members would give their amendment by 10pm  this evening and they should discuss the cut motion now. But the Congress members keep on agitating over the issue stating that the bills could not be brought in a tearing hurry without introduction today and circulation of the draft of bill should be withdrawn. Parliamentary Affairs Minister who is also Minister of Urban Development said that he would introduce the bill tomorrow and the government has supplied the copy of bill to Vidhan Sabha secretariat. Congress members keep on insisting to withdraw the bills. When Treasury benches did not concede with the demands of opposition members they resorted to walkout. The deputy speaker adjourned the house for five minutes. The house was assembled again but Opposition members pointed out that bills should be withdrawn as it could not be  disbursed in the house before it was introduced properly. Mr Bhardwaj said that the bill was not introduced by the government but the draft of bills was submitted to Vidhan Sabha but it was circulated by mistake in which the state government and minister are not responsible. The Congress member demanded that if it happened by mistake why not the Government withdrawing the bill. The deputy speaker read the amended agenda at 7 pm stating that the minister would introduce the HP Slum Dwellers (Property Right) Bill 2022 which was tabled in the house amid opposition of Congress members by the minister. The house was adjourned after introduction of bills. It was worthwhile to mention the Himachal Pradesh cabinet meeting held under the chairmanship of CM Jai Ram Thakur on Monday itself. The draft of the Slum Dweller Bill has been approved, The government has provided a big relief to the slum dwellers living in all the districts of the state. Approval has been given to provide ownership rights to these people. The ownership rights will be given only to those who have possession after 1974. These people will not be able to sell this land to anyone further.
