CITU hails demand of police jawans
State Committee of CITU supported the demands of the policemen of Himachal Pradesh trading charge on the state government for exploiting the policemen.
In a press statement issued by the CITU state president Vijendra Mehra and general secretary Prem Gautam demanded that the revised scale or salary of Rs 10,300 should be implemented to the Police personnel who appointed after 2013 instead of paying basic pay scale of Rs 5910 to them.
Seeking to release the new scale without any delay trade union said that discrimination being done by antiemplyees state government against the Police personnel.
CITU alleged that during JCC meeting held recently, the major demands of the police employees have been completely ignored.
Mr Mehra said that policemen are doing the toughest duty as they were working round the clock duty during Covid pandemic, are deeply disappointed with outcome of JCC meeting AS angered by this, the policemen reached the Chief Minister’s residence.
The way police personnel boycott their Mess’s in the past is enough to understand their agonies.
He said that police personnel as well as all government employees are not untouched by neo-liberal policies.
“The duty of policemen is very strict as sometimes the uniform and shoes remained tied around their body to work round the clock. ” CITU leader said
They said that very little money is being provided for the purpose of stationery in the police stations and the Investigation Officer has to spend hundreds of rupees for the entire case file from his own pocket.
The arrangement of food in the police stations is only two times instead of three. Mess money is only two hundred and ten rupees a month, whereas the cost of eating food in the mess for the whole month is more than two thousand rupees.
It makes only three and a half rupees per diet, which is a big joke with the police personnel. This position is less than the amount allocated for mid day meal.
He said that the condition of many police stations during the British era seems like ruins where offices have been raised with new tiles but the condition of custody rooms, bathrooms, barracks, stores, mess is very bad.
Most of the police personnel live under heavy mental stress. The strength of staff is very less and only half of the jawans have been recruited as compared to the total estimated appointments, while the population of the state has increased significantly.
There are no relievers. Some police stations even up to Shimla, the capital of the state, do not even have their own vehicles.
They work overtime continuously. In return, they are paid only one month more salary.
Due to this, each policeman has to suffer a loss of ten to twelve thousand rupees as compared to the present salary.
They are given only fifteen special leaves in comparison to about ninety weekly holidays, second Saturdays, national and festival and other holidays.
He has expressed concern that even after fifteen years of the Police Act made in Himachal Pradesh in the year 2007, rules have not been made.
According to this act, facilities are not given to the policemen, but its provisions are being implemented without rules to punish the personnel, which includes deducting three days’ salary for being absent from duty for one day.
There are many discrepancies in the promotion of policemen and its time period is also very long. It takes seventeen to twenty years to become an ASI from a head constable.
