Cases on Police families: Opposition stages Protest in well of house & walked out
Opposition Congress party today staged a protest in the well of the house and walked out from the house on Saturday in the Assembly demanding adjournment motion on the issue of filling police cases against family members of police constables on December 5 to show placards to BJP president Jagat Prakash Nadda at Bilaspur recently.
Raising the issue in the question hours in the winter session of the state assembly, Congress Member Jagat Singh Negi sought a discussion on the issue adjourning the question hours.
Speaker said that he had already admitted notice given by Congress Members Jagat Singh Negi, Mukesh Agnihotri, Nand Lal, and Mohan Lal Bragta under rule 67. Speaker said that issue had been listed for discussion on Dec 13 in a question hours by the Congress Member and he is ready to accept the discussion on the issue if they would not satisfied with the reply of the government.
During the pandemonium, BJP Members shouted and
demanded to lodged sedition Cases against Mr. Negi for raising the issue of police family members.
Not relenting to speakers’ assurance, Congress members came in the well of the house. Speaker asked the Member to proceed with the question hours amid Protest of all opposition and CPI(M) Members.
Latter Congress staged a walk-out from the house boycotting questions hours.
Speaking on the issue during questions hours, Parliamentary affairs minister, Suresh Bhardwaj blamed the Congress Members to disrupted the proceedings of the Assembly and trying to raise issues in violation of conduct rule.
“Congress Members also disrupted proceedings on Friday when they came up with no-confidence motion against the council of ministers of State Jai Ram Thakur Government.” Mr. Bhardwaj alleged.
Congress did not have three members in the house on Friday to present a no-confidence motion as it required a minimum of 23 members, Mr. Bhardwaj said adding that today they also did not participate in the question hours by trying to raise an issue for which they themselves are responsible.
“It was Congress government led by Virbhadra Singh which changed police recruitment rule in 2015 which created a hurdle for regularization of police constables,” Mr. Bhardwaj said.
He said that Jai Ram Thakur Government was not running away from any discussion and the issue raised by Congress under adjournment motion is already listed as an amended first question which had also been raised by Congress Members Aug 13, 2021, during the monsoon session.
During the question hours, BJP Member Anil Sharma wanted to know amounts being spent for the construction of schools in his Assembly constituency.
Education Minister, Govind Thakur said that funds of Rs 4,83,27,662 have been given to nine senior secondary schools for various construction and development works of Mandi Sadar Constituency in district Mandi.
He said that no funds have been released free for middle school and High school in Mandi Constituency.
The Member alleged that Minister is misleading the house by not giving information raised by him, he said that he have been Minister in the government he knows what should be replied on his house.
Minister said that he had only this information which was supplied to him and money spent by the Government.
BJP members resented that not a single school have been constructed in his Assembly constituency according to the reply of the Minister how it could be possible.
Speaker defending the Minister said that he had given detailed information Member which was with him and Member should not insist the Minister give more reply on the matter if he didn’t have.
BJP Member Ramesh Dhawala wanted to know why six crore rupees were spent on purchasing sweeping Machines from Italy for Shimla town, which now have turned to be white elephants.
Minister Suresh Bhardwaj said that two machines Dulavo Sweeping machine 6,000 to the tune of Rs 2,41,00,000 and Dulavo Sweeping machine 3,000 of Rs 1,81,00,000 and Rs 1.53 lakh were spent on the machine for workshop, toolkit, and other tools and consumables.
Minister said that the member should understand the purchase was done to replace manual sweeping work with the machine. As Member could not leave his mobile phones to use pigeon for communication similarly department was roping in the technology to replace manual sweeping work, he added
After the question hours, opposition members returned to the house and attended proceedings.
