BJP member accepted institutions opened for electoral gains
BJP member from Jhanduta Jeet Ram Katwal stated in the assembly that institutions were opened by the Virbhadra Singh and Jai Ram Thakur Governments in election years. He said that both governments did it and it was not new. He said that governments did it for electoral gain. You would open it next year till March 2024. He said that the Government showed a liability of Rs 5000 Crore toward the opening of 632 institutions by the previous government and three hundred educational institutions which are now denotified. He said that you are bound to run the 300 educational institutions to continue till March 31, 2023 as the academic year of students is yet to be completed. He said that every government has opened institutions on the need based. He said that many health institutions in his assembly segment have one or two doctors but it was closed down by the Sukhvinder Singh Sukhu regime. He said that BJP has launched the signature drive to condemn the move and it was signed by more than eight lakh people. Heated exchanges occurred in the house when Jeet Ram Katwal was participating in the debate and he was intervened by an opposition member. Parliamentary affairs minister Harash Vardhan Chauhan said that member JR Katwal should not take so serious note on the remarks made by the member of treasury benches as making some indecent should be refrain according to decorum of house but making minor remarks and intervention would deprived the members from their independence to raise their point of view. JR Katwal also made a remark on the Cong member which was expunged by the speaker stating it uncalled for. Chief Minister Sukhvinder Singh Sukhu said that JR Katwal is senior member of the house and he remained bureaucrats should refrain from making incident remarks on the members of other side as they have come in the house by being elected by the people too like Mr Katwal. He said that members must follow the decorum of the house and did not indulge in the way he did while participating in the debate. The debate was inaugurated Sukh Ram Chaudhary said that two electrical subdivisions opened in Paonta and Nahan as there are only three subdivisions in the area were denotified by the government. He said that the government opened all electrical institutions with proper financial provisions but they were closed down by the government in one go. Hans Raj of BJP stated that two colleges were opened in Bharmour assembly while Virbhadra Singh government was allowed to continue by the Jai Ram Thakur Government. He said that Sukhu Government took loans tune to Rs 4500 Crore in two and half months of its rule however BJP government have borrowed the loan up to Rs 69600 Cr which is now Rs 75000 Crore. He said that the previous Virbhadra Singh Government inherited a whooping burden of Rs 45000 Crore to previous BJP. Participating in the debate Congress member Rajiv Dharmani said that BJP government seeking hue and cry over not auctioning of liquor vends in the state of Himachal Pradesh but previous government opened so many institutions without making resource mobilization and creating budgetary provisions but it did not auction the liquor vends allowed the liquors to be sold on the old rates. He said that the BJP government at center arrested the Delhi Deputy Chief Minister Manish Sisodia for not auctioning liquor vends but its members never appreciated the decisions of the state. Inderdutt Lakhan Pal appreciated the chief minister and speaker for allowing the adjournment motion of opposition members terming it the brave heart. He said that when Congress members were in opposition and Vipin Singh Parmar was often pleaded to invoke rule 67 they were never allowed by the same way. He said that BJP members are blaming the Congress members for closing the institutions which were opened by their party rule but they forgot to give credit to Congress members for contributing during Covid pandemic with the government. Opposition leader Jai Ram Thakur while intervening on the issue of expunging remarks of JR Katal also drew the attention of the official gallery that one of the officers sitting inside the house was hearing the mobile phone without caring the sanctity of the house should be instructed to behave. Speaker Kuldeep Singh Pathania said that he would take note of the remarks and the officer he was referring to breach the norms of the house should be cautious to not repeat the act again provided if he did so he would have to face the course of chair. Speaker repeatedly warned the members of opposition and treasury benches that under rule 67 they could not digress the issue since the entire business was suspended for the purpose and they should focus on the issue only. During the debate former Vidhan Sabha speaker Vipin Singh Parmar raised objections over making remarks about him by the Congress member of Bhoranj Suresh Kumar that a health minister was removed by former BJP rule for indulging in corruption during the Covid time. He said that he dared the member to lay the records in the Vidhana Sabha by six pm today if he did so he would quit from the assembly. He said that by making such remarks on the members of house who have been in the chair of house should need to be taken cognizance. Earlier participating in the debate Congress member Suresh Kumar said that health institutions were opened during Covid period in his assembly segment during BJP rule but minister was indulged corruption charges and the institutions could not become functional.
