1990 batch IAS elevated as New Chief Secretary by Sukhu government

Himachal Pradesh Government in midnight move elevated 1990 batch IAS & Aditional Chief Secretary Parbona as new Chief Secretary in place of incumbent R D Dhiman who retired on Saturday. A notification issued late night on Saturday confirm that new appointment of the top bureaucracy in major shuffle in the state administeration by a month old Congress government. The decision was unexpected as it ignore almost five senior IAS officer who are posted as Principal Advisors directly report to Chief Minister Sukhvinder Singh Sukhu. A notification issued last night said that 1987 batch IAS, Former Chief Secretary Ram Subhag Singh is posted  PA (Administrative Reforms) to the Govt of HP, Shimla report to the Chief Minister, with immediate effect, in the public interest.  Mr Singh shall also function as Special Chief Secretary ( MPP & Power and NCES ) , in addition to his own duties .  He will also advise CM on initiating steps to boost production of milk and its procurement. He  shall work under the overall administrative control and supervision of the Chief Minister and shoukd be equivalent in rank, status and responsibility to the post of Chief Secretary. Similarly another senior IAS, Sanjay Gupta (1988 batch) who was considered top contender for this posted as PA (Redressal of Public Grievances) to the Government and CMD(Chairman-cum-Managing Director) Ropeways and Rapid Transport System Development Corporation H.P. Ltd. , Shimla, relieving  R.D. Nazeem , IAS ( HP : 1995 ) from above post. He Gupta shall also hold charge of the post of Chairman, H.P. State Pollution Control Board, Shimla and  shall work under the overall administrative control and supervision of the CMO and shall be equivalent in rank, status and responsibility to the post of Chief Secretary.Second seniormost IAS Ms Nisha Singh who is spouse of former chief Secretary Ram Subhagh Singh and already posted Principal Advisors (Training and Foreign Assignment) did not figure innew assignment.  With this change Chief minister Sukhvinder Singh Sukhu ignored seniority  list of Ramsubhag Singh (1987 batch), Nisha Singh (1987), Ali Raza Rijvi (1988), Sanjay Gupta (1988), K Sanjay Murthy(1989), Prabodh Saxena (1990). The new government followed former chief minister Mr Jai Ram Thakur Thakur who also posted  R D Dhiman superseded four IAS including Ramsubhag Singh,his wife Nisha Singh, Sanjay Gupta, Ali Raza Rijvi and akso has posted them  Advisor.  Main tasks before the bureaucracy is to support Mr Sukhu in the toughest challenge like cement crisis and Old Pension Scheme and suggest resources mobilisation which did not affect general public. Mr Parbodh Saxena was earlier posted as Additional Chief Secretary finance and planing. His name also figured in INX Media case in which Congress leader P. Chitambarum were made main accused by the central agencies CBI. He hailed from Uttar Pradesh.
